[Announce] Appologizes for Delayed Approvals

There was a mistake in the email addresses that are suppost to let me
and Lynne know when new messages are waiting to be approved and so I
didn't recieve nor did Lynne recieve a requests for approving messages
with attachments / large messages to the list. I also fixed the server
to automatically allow such postings.
